In 1904, he, along with Huynh Thuc Khang, Tran Quy Cap launched the Duy Tan movement with the principle and purpose of progress: "Knowing people, Chan people, people living". Towards the end of April 1908, the Duy Tan movement flourished, culminating in an outbreak of tax resistance. He was accused by the Hue court of being the initiator of the movement, so he was arrested in Hanoi, brought back to Hue, and exiled to Con Dao. At the end of 1910, he was released. After being released from prison, he went to France to work. After 14 years of operation in France, in June 1925, he returned home. In Saigon, he held two lectures on "Militaryism and Democracy", "Ethics and Ethics of East and West" which resonated greatly with patriots and the masses. After a serious illness, at 9:30 pm on March 24, 1926, he took his last breath in the endless mourning of his compatriots across the country.
